Apparently this is to be used on those that don’t ‘get it’ but are throwing around social media related phrases like they do.
Personally I think it should be used on ppl who call themselves Social Media Experts and keep forgetting that the rest of the world, which is outside their little echo chamber, neither knows nor cares wtf they are on about.
